Des Moines Register: Senate GOP offers reorganization ideas

Senate Republicans have summarized their key arguments on Senate File 2088, the government reorganization bill, into a list of talking points. Two amendments to be offered by Sen. Randy Feenstra of Hull, ranking Republican on the State Government Committee, don’t seek to remove any of the existing sections of the bill. Instead, they would:

  • Sunset all government programs over a four-year period, allowing lawmakers to determine whether to reauthorize the program.
  • Require a two-thirds vote on passage of all bonds.
  • Propose a constitutional amendment containing a 99 percent spending limit. There is currently a spending limit in state law but lawmakers often bypass it.
  • Create a government wage system that pays employees like the private sector and puts government wages in line with the private sector.
  • Bar state agencies from hiring lobbyists.
  • Require state employees to share in the cost of health insurance.
