Obradovich: 2-year budget? Power shifts to the governor

Candidates for governor normally have to be elected before they seize power. This small detail doesn’t seem to trouble the Republican gubernatorial field, which has unanimously endorsed the idea of cutting the Legislature back to meeting every other year.

Former Gov. Terry Branstad started the ball rolling this week by proposing that the governor and Legislature approve the state budget every two years instead of annually. And if lawmakers have to budget only every other year, why should they even come to Des Moines on the off year?…full column HERE.
